In 1945, legislation was passed (Session Laws of Colorado 1945, Ch. 90 and Session Laws 1947, Ch. 163) permitting counties to adopt building codes in the zoned portions of unincorporated areas. In May 1948, the Jefferson County Board of County Commissioners instructed the County Attorney's office to establish a building code for Jefferson County. The Tri-County Regional Planning Commission (Arapahoe, Adams and Jefferson Counties) prepared the first edition of the uniform building code, distributed by the State Planning Commission. The purpose of the code was to promote the public health, safety, morals and general welfare, and the safety, protection and sanitation of dwellings, buildings and structures within the zoned area; and to establish uniform requirements in all area building codes within the county. The code has been continuously revised over the years.
